Targeted plan provides an estimated 12%refund to customer bills during highest energy-use months.
The Imperial Irrigation District Board of Directors has approved a plan to allocate approximately $48.4 million in summer bill credits to customers, providing relief during the hottest months of the year.
The approved action will provide a refund on customer electricity bills of an estimated 12% from June through September, when energy usage and costs are typically at their highest.
The bill credits are funded by lower-than-expected costs in 2025, driven by cooler temperatures, reduced customer demand, and decreased fuel and power expenses. These conditions resulted in a surplus in the portion of IID’s base rate allocated to fuel and purchased power.
“This action reflects our commitment to putting our customers first,” said IID Board Chairwoman Karin Eugenio. “When costs come in lower than expected, we believe those savings should be returned to the people we serve. This plan provides real relief when our customers need it most.”
Under the approved plan, credits will apply for June through September energy use, with customers seeing the reductions reflected on their bills from July through October.
Similar to last year’s action that delivered significant summer savings to customers, this approach targets relief during peak heat months, when high temperatures drive increased electricity usage and higher bills.
“Our goal is simple: deliver value back to our customers while maintaining a strong and reliable system,” said Director Alex Cardenas, Division 1. “This plan ensures we are responsibly managing costs and responsibly delivering relief for families and businesses across our region.”
IID General Manager Jamie Asbury emphasized that the plan balances immediate customer relief with long-term financial stability.
“This proposal is the result of careful financial planning and analysis by our team,” Asbury said. “We are able to return these funds while continuing to meet our operational needs and maintain the reliability our customers depend on.”
Looking ahead, IID is working with a rate consultant to develop a framework that would allow future surpluses to be automatically returned to customers during high-usage periods when financial conditions allow.
